WFP aims to provide emergency assistance through a hybrid approach (Cash, food, and vouchers), along with life-changing types of programmes (Resilience, Nutrition, and School Feeding).
BACKGROUND & JOB PURPOSE
WFP SUDAN not only assist in emergencies to meet immediate food and nutrition needs, but they also support communities to build resilience in the long-term by addressing the root causes of hunger. By combining humanitarian assistance seamlessly with investment in resilience-based activities, we can break the recurring cycle of crisis and response and empower people to build a more food secure prosperous future. The resilience programmes/Projects aim at meeting short-medium-long term hunger and livelihood while helping communities and households to build resilience against future shocks and stresses through assets creation and farming and agriculture support.
The Programme Policy Officer (Project Officer) will provide programme and technical assistance for the Resilience Programme and agriculture livelihood projects in the WFP SUDAN COUNTRY OFFICE, to meet live change/food assistance needs.
ACCOUNTABILITY AND RESPONSIBILITIES (not all- inclusive)
Under the supervision of and with support of the Outcome/Project Manager, the incumbent will lead WFP’s resilience projects activity implementation and anticipatory action work, and be responsible for the following:
Contribute towards assets creation and farming support activities through Resilience project plans and processes ensuring alignment with the Programme policies and WFP guidance.
Technical and coordination support and assistance at the country office and field levels in the development and implementation of various activities and projects under the resilience programmes
Analyze operational and community issues to support the development and enforcement of policies and programme activities.
Contribute to resource mobilization and management through budget and expenditure plans and oversight, and to donor partnership management through particularly the preparation of accurate and timely proposals, briefings, and reports.
Review Field Level Agreement (FLA) documents and budget processes and collaborate with relative units as well as support staff in the interpretation FLAs as necessary.
Laisse with internal counterparts to ensure effective collaboration, monitoring and evaluation of projects and support the field staff with gathering and reviewing of Cooperating Partners’ monthly and quarterly reports in provided formats ensuring data and information consistency.
Support with organizing events such as training etc. under the resilience projects and assist with stakeholders’ collaboration.
Act as point of contact for resolution of a range of operational quires and problems within specific technical area of responsibility.
Guide and supervise (as required) more junior staff, acting as a point of referral and supporting them with technical guidance. Provide technical guidance to other WFP staff in the Country and Field Offices and NGO partners on DRM and AA activities at district and community level.
Ensure effective day-to-day internal coordination and programmatic integration with Sudan country office units and field offices in the implementation of accorded project activities, including the required regular technical reporting, which must not be later than a month, since the previous reporting.
Other related duties as required.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education:
First University Degree in Agricultural Sciences, Environmental Science, Economics, or development studies with additional years of related work experience (Five years) and/ or training/courses OR an advanced university degree in Agricultural Sciences, Environmental Science, Economics, or development studies with at least (Three years) of related work experience.
Languages: Fluency in English language and Arabic
Experience:
At least 5 years of relevant professional experience in resilience life-changing, farming support projects, smallholder farmers support, humanitarian action, or a closely related field.
Demonstrated experience working in close partnership with key stakeholders in the field of resilience life-changing or anticipatory action.
KNOWELDGE & SKILLS:
Excellent technical understanding of farming systems and anticipatory action.
Experience in coordinating project management operations.
Proven ability to provide input into policy discussions in the areas of supporting smallholder farmers, anticipatory action, and/or humanitarian action.
An ability and interest to engage with different technical teams and programmes to promote programmatic integration across multiple technical sectors.
Demonstrate experience of an ability to integrate new and challenging issues into the existing areas of work, including through educating, supporting, and facilitating others.
Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to build strong partnerships.
Excellent database management, presentation, and facilitation skills.
Strong communication skills.
